UK Councils Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a recent study of local authorities, English councils are planning to offload community centers, sports centres, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that six out of ten of local authorities are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of playing fields and land to support their budgets, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a significant number of councils seeking to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders said they would prioritise service redesigns and utilising financial reserves to weather growing financial challenges.”

Detailed Examples of Proposed Sales

Medway Council in Kent announced its property management strategy included the sale of a retail complex in a local town and a community venue in Rochester to raise 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Wider Financial Strains

The survey of local authorities in the coalition, which covers several urban centers, further found that more than 70% of councils will need to raise council taxes next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority explained it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these take time to deliver both better provisions and financial savings,” said Vince Maple.

He continued: “There are population challenges which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Projections

Research of regional authorities this week further found local finances being stretched by the increasing figures of children and adults needing special educational assistance.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the Send system until the coming year after a white paper setting out those changes has been postponed.

Disadvantage and Financial Gaps

Based on the latest deprivation measures (IMD) for English councils, many participating urban areas were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The data underscores the scale of difficulties facing municipal officials across major urban centers in the coming year,” the report concluded.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that accounts for and responds to the actual extent of disadvantage and need,” said a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which essential services to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey revealed.
